The East-West portion is a driveway, and the North-South is an alley. They do not connect. The alley ends at a fence with the driveway being on the other side.

I am aware about tunnel=culvert for water piped under road (usually streams/drains) - see https://wiki.openstreetmap.org/wiki/Tag%3Atunnel%3Dculvert

The gate is locked permanently. It defines the end of E McKenzie Wash Road. There is no vehicle access to East Camino Dos Hermanas which begins about 50ft east of the gate barrier.
