shop=houseware does not seem to be correct.
I tried to check their website.
If people can come here and purchase food, shop=confectionery would be okay.
craft=bakery or craft=confectionery could be considered; this will make the place invisible on the main layer but it is probably closer to what it really is.
The distinction (on the wiki) between confectionery, bakery and pastry is a bit lost on me. I would tend towards confectionery since its really oriented towards cakes and desserts (eg. creams, canapés, amuses bouches,...). The speciality is that you can not buy anything "ready to consume" on-site. Only:
- ready-make ingredients
- cooking utensils
- cooking classes
This is probably one of those cases where no suitable category will ever exist.
I recommend to leave the shop tag as it is, and perhaps you could fill the "description" tag to explain in a few words what the place is about.
Closing.
